    OUR VIEW: Dysfunction awakens again in Albany

    In 2004, the Brennan Center for Justice at New York University’s School of Law issued a scathing report calling the New York state Legislature the most dysfunctional in the country. This came on the heels of yet another late state budget — approved on Aug. 11, 2004, a record 133 days late.
