Key Groups Urge State Leaders to Fund Review of Foundation Aid Formula

ALBANY, N.Y. (March 6, 2023) — Fifteen organizations from across New York State have signed on to a letter urging State Senate Majority Leader Andrea Stewart-Cousins and Assembly Speaker Carl Heastie to include $1 million for a review of the State’s Foundation Aid Formula in their forthcoming one house budget proposals.

Education advocates and community organizing groups are calling for review of the formula, which was enacted 16 years ago, so that it can be revised to reflect the most up-to-date methodology and the values and needs of communities across New York State. While the State Education Department has requested an allocation of $1 million to contract with school finance experts and engage communities in this process, Governor Hochul did not include those funds in her budget proposal released in January.
